Ms Rugman, who is based near Fearn, was a senior quality and safeguarding manager in the NHS before moving to Scotland.
She previously spent many years working for the national mental health charity Mind.
FNLCRP was officially recognised as the ninth community rail partnership in Scotland in June last year after making a successful application to the Scottish Government.
It is working with partner organisations, the Kyle of Sutherland Development Trust, Venture North, and the Highlands and Islands Climate Hub.
FNLCRP’s remit is to promote the Ardgay to Thurso/Wick section of the Far North Line and the communities it passes through, as well as businesses, services, and visitor attractions.
Ms Rugman said: “Within the broad aims of the partnership, I hope to encourage travel by rail and by other sustainable modes of transport and to work positively with community representatives and other transport providers.”
The FNLCRP has previously said that planned projects in which Ms Rugman is likely to be involved include the production of local station guides to showcase communities and a citizen science photo post project.
